Background | Belize was the site of several Mayan city states until their decline at the end of the first millennium A.D. The British and Spanish disputed the region in the 17th and 18th centuries; it formally became the colony of British Honduras in 1854. Territorial disputes between the UK and Guatemala delayed the independence of Belize until 1981. Guatemala refused to recognize the new nation until 1992. Tourism has become the mainstay of the economy. Current concerns include an unsustainable foreign debt, high unemployment, growing involvement in the South American drug trade, growing urban crime, and increasing incidences of HIV/AIDS. | Saint Helena is a British Overseas Territory consisting of Saint Helena and Ascension Islands, and the island group of Tristan da Cunha.
Saint Helena: Uninhabited when first discovered by the Portuguese in 1502, Saint Helena was garrisoned by the British during the 17th century. It acquired fame as the place of Napoleon BONAPARTE's exile, from 1815 until his death in 1821, but its importance as a port of call declined after the opening of the Suez Canal in 1869. During the Anglo-Boer War in South Africa, several thousand Boer prisoners were confined on the island between 1900 and 1903. Ascension Island: This barren and uninhabited island was discovered and named by the Portuguese in 1503. The British garrisoned the island in 1815 to prevent a rescue of Napoleon from Saint Helena and it served as a provisioning station for the Royal Navy's West Africa Squadron on anti-slavery patrol. The island remained under Admiralty control until 1922, when it became a dependency of Saint Helena. During World War II, the UK permitted the US to construct an airfield on Ascension in support of trans-Atlantic flights to Africa and anti-submarine operations in the South Atlantic. In the 1960s the island became an important space tracking station for the US. In 1982, Ascension was an essential staging area for British forces during the Falklands War, and it remains a critical refueling point in the air-bridge from the UK to the South Atlantic. Tristan da Cunha: The island group consists of the islands of Tristan da Cunha, Nightingale, Inaccessible, and Gough. Tristan da Cunha is named after its Portuguese discoverer (1506); it was garrisoned by the British in 1816 to prevent any attempt to rescue Napoleon from Saint Helena. Gough and Inaccessible Islands have been designated World Heritage Sites. South Africa leases the site for a meteorological station on Gough Island. |

Disputes - international | annual ministerial meetings under the OAS-initiated Agreement on the Framework for Negotiations and Confidence Building Measures continue to address Guatemalan land and maritime claims in Belize and Caribbean Sea; the Line of Adjacency created under the 2002 Differendum serves in lieu of the contiguous international boundary to control squatting in the sparsely inhabited rain forests of Belize's border region; Honduras claims Belizean-administered Sapodilla Cays in its constitution but agreed to a joint ecological park under the Differendum | none |
Economic aid - recipient | $12.91 million (2005) | $12.6 million (1995); note - $5.3 million from UK (1997) |
Economy - overview | In this small, essentially private-enterprise economy, tourism is the number one foreign exchange earner followed by exports of marine products, citrus, cane sugar, bananas, and garments. The government's expansionary monetary and fiscal policies, initiated in September 1998, led to sturdy GDP growth averaging nearly 4% in 1999-2007. Oil discoveries in 2006 bolstered the economic growth in 2006 and 2007. Major concerns continue to be the sizable trade deficit and unsustainable foreign debt. In February 2007, the government restructured nearly all of its public external commercial debt, which will reduce interest payments and create the liquidity relief needed for an increase in public spending in the run-up to the March 2008 elections. A key short-term objective remains the reduction of poverty with the help of international donors. | The economy depends largely on financial assistance from the UK, which amounted to about $5 million in 1997 or almost one-half of annual budgetary revenues. The local population earns income from fishing, raising livestock, and sales of handicrafts. Because there are few jobs, 25% of the work force has left to seek employment on Ascension Island, on the Falklands, and in the UK. |
